Role of ombudsman in subject of federation in regional legal mechanism for ensuring the rights of indigenous people (Primorsky Region’s experience)

Abstract

А regional legal mechanism of ensuring rights of indigenous people is studied with a scope on the role of Ombudsman in the Primorsky Region. The content of Ombudsman’s annual reports suggests a low efficiency of the institution: in spite of 14 years of its activity, the fundamental rights of indigenous people in Primorsky Region continue to be violated by the local authorities which ignore the provisions of the federal legislation in the sphere of wildlife management. The absence of the regional program of socio-economic development of the indigenous people and therefore zero funding jeopardize the decent life of indigenous people of Primorye. The author makes a conclusion about ineffectiveness of the ombudsman institution for the protection of indigenous people’s rights.
